Chennai Central Excise revenue up

Chief Commissioner confident of achieving annual target "The response has been quite encouraging and the department has strengthened its intelligence machinery to help detect any evasion."

CHENNAI : The Chennai Central Excise zone mopped up a revenue of Rs. 810 crore through service tax collection till August this year, registering an increase of over 62 per cent over the corresponding period last year.

Addressing a press conference here on Wednesday, Chief Commissioner of Central Excise, Chennai Zone, Subhash Chander, said the department was confident of achieving the annual target of Rs.2,500 crore. "The response has been quite encouraging and the department has strengthened its intelligence machinery to help detect any evaders." Tamil Nadustood third in revenue collection and till August earned Rs.3,000 crore for the Chennai Zone. "Our target for the State is Rs.12,000 crore ."

The Centre recently amended the Central Excise Act 1944, Central Excise rules 2002 and the Customs Act, 1962. Sub-section 1A under section 11A of the Central Excise Act, 1944 provided for voluntary payment of duty by assesses, in full or in part, in cases involving fraud or `mis-statement,' along with interest and 25 per cent of the duty as penalty within 30 days of the receipt of show-cause-notice. This would help avoid the rigours of adjudication process. Rule 16 of Central Excise rules 2002 had been amended retrospectively to declare independent wire drawing units as "assesses" for levying Central excise duty. The amendment was to regularise credit obtained at the input stage by the downstream user of "drawn wire" and the amount paid as Excise duty on clearance of drawn wire.

The exemption for power driven pumps (small scale industry) not conforming to the Bureau of Indian Standards specification was proposed to be withdrawn in the Union Budget of 2006.

"The Government has decided that this will take effect only from January 1, 2007. All SSI units are to obtain the BIS certification on or before December 31, 2006." Two help centres had been set up in Chennai and one under the Pondicherry Commissionerate.
