Poor response to Rajiv Gruhakalpa from beneficiaries


  • 95 per cent loan component, 3 per cent subsidy in latest plan
  • State Government mulling new housing scheme under the JNURM

    ANANTAPUR: The Government is reportedly mulling more changes in the urban housing scheme after the poor response to Rajiv Gruhakalpa from the poor and the cold reaction of the Centre to another scheme proposed by it.

    The latest proposal offers shelter to beneficiaries with 95 per cent loan component and just 3 per cent subsidy as against 60 per cent subsidy offered in Rajiv Gruhakalpa and 80 per cent subsidy proposed in another scheme.

    Hike in unit cost

    There were no takers for Rajiv Gruhakalpa since its launch in 2004.

    As per the new integrated housing development programme under the Jawaharlal Nehru Urban Renewal Mission (JNURM), the unit cost is proposed at Rs. 80,000 as against Rs. 37,500 under Rajiv Gruhakalpa.

    A detailed project report on the possible demand for the new scheme was sent last month based on the orders received from the Government.

    Of the 8,400 units allotted to the district under Rajiv Gruhakalpa last year, 7,728 beneficiaries had shown interest by registering names after paying Rs. 1,000 each.

    However, the works did not progress due to lack of enthusiasm among the beneficiaries in paying their contribution of Rs. 7,500 each. Cold response of bankers to lend also played a key role in the failure of the scheme.

    Only 16 units were grounded in Dharmavaram and under completion.

    In the scheme proposed under JNURM, the Government subsidy is proposed to be Rs. 64,000 and beneficiary contribution at Rs. 8,000.

    The remaining Rs. 8,000 is planned to be met either through bank loan or payment by the beneficiaries themselves, if willing.
