Put rules on all Acts on the net, says Rajya Sabha committee

NEW DELHI: The Rajya Sabha committee on Subordinate Legislation has asked the Government to put all rules on all Acts on the website.

To write to Ministries

"It is the rules that have greater effect on the people and we will write to all Ministries to put all rules after enactment of legislation on the website, so that people could go through them and give their views on various aspects of the law," Committee Chairperson Najma Heptulla told at a press conference here.

The move would usher in greater transparency in law-making and with the Right to Information, the committee's effort was to make the exercise more interactive.

The committee, besides making the rules available on the site of respective Ministries, asked the National Informatics Centre to carry out the task.

Confused

Dr. Heptulla said people were most affected by issues such as direct taxes or service taxes and were often confused.

"We would like a feedback and take people's reaction." Now that the Rajya Sabha panel had taken the initiative it was up to the Lok Sabha Committee to make a similar move.

The Government should not take more than six months to frame the rules concerning any Act.
