NEW DELHI: The Government has decided to consult all Chief Ministers before taking a final view on a separate legislation for bringing unaided deemed universities under the ambit of the new reservation regime. To be held in batches in view of the difficulty of getting all Chief Ministers together on one day at short notice the first of these meetings is slated for October 10. The meeting has been called by Defence Minister Pranab Mukherjee who headed the Group of Ministers (GoM) which reviewed the draft legislation on reservation for Other Backward Classes (OBCs) in central educational institutions and will be attended by Union Human Resource Development (HRD) Minister Arjun Singh and Union Finance Minister P. Chidambaram. Though the HRD Ministry had wanted to include unaided deemed universities in the Bill for OBC reservation in Central educational institutions, the GoM vetoed it and called for a separate legislation. The GoM was of the view that an umbrella legislation might not stand legal scrutiny.
