GULBARGA: Members of the Janata Dal (Secular), BJP and the opposition Congress joined hands to force Chief Executive Officer of the Gulbarga Zilla Panchayat P.C. Jaffer to tender his apology to the president, vice-president and members of the zilla panchayat for his alleged "insulting and non-cooperative attitude".

The proceedings of the general body meeting of the zilla panchayat on Thursday was marked by heated arguments and at one stage ZP president Yallappa Kurkunde and vice-president Raja Hanumappa Naik were seen angrily gesticulating at Mr. Jaffer and demanding explanation from him for his alleged non-cooperative attitude.

Mr. Jaffer, who patiently heard the charges against him by the members of the ruling coalition and the Congress for more than two hours, told the meeting that he could not be blamed for his style of functioning and that he was only performing his duties as per the norms set by the Government.

Janata Dal (S) member Gurushant Pattedar remarked that the elected representatives were supreme and the officials of the panchayat would have to work under the supervision of president of the zilla panchayat.

`Directions defied'

Raising the issue, Janata Dal member Nagireddy Karadal said the CEO who took over less than a month back, did not formally inform the president and vice-president of his appointment. On more than one occasion, the CEO had defied directions of the president to come to his chamber for discussing development issues, he said.

Many members, including Opposition leader Subhash Rathod, Ambaraya Ashtagi, and former vice-president Laxmireddy Anpur, questioned Mr. Jaffer for his actions.

Mr. Rathod pointed out that the CEO had issued show-cause notices to the staff and officers of the zilla panchayat who had brought letters from the MLAs and Ministers seeking mutual transfers under the Civil Services Act.

Mr. Jaffer intervened and said the show-cause notices issued to 41 officials who had sought transfers with letters from MLAs, Ministers and zilla panchayat members had been withdrawn now.

The two-hour-long discussion came to an end after he tendered apology to the president and members.
