dated October 7, 1956: Suez issue at UN

The British Foreign Secretary, Mr. Selwyn Lloyd, asked the UN Security Council on October 5 to affirm that the Suez Canal must be operated by an "international entity" and to recommend to Egypt to co-operate with the Canal Users' Association. The Anglo-French resolution he proposed to the Council advised Egypt to negotiate on the basis of the London proposals (for international control) and thus "to co-operate in working out an effective system of operation for the Canal." In a last-minute insertion in the text of his speech, Mr. Lloyd proposed that the Security Council should go into a private session to consider the next step in a less formal atmosphere. The 11-member Council met in an atmosphere of tense expectancy for one of the most crucial debates in its ten-year history. Egypt's Foreign Minister, Dr. Mahmoud Fawzi, was invited to sit at the conference table. Mr. Dmitri Shepilov, the Soviet Foreign Minister, a burly figure in a dark suit with a bright red tie, was surrounded by photographers as he made his first appearance in the Council.
