Key Nepal pact reached

KATHMANDU: The ruling Seven Party Alliance (SPA) and the Maoist leaders agreed on Wednesday to hold Constituent Assembly elections in Nepal by 2007 mid-June.

Chief negotiators of the Government and the Maoists talks team announced the key decision at a press conference after a day-long "summit talks" held at Prime Minister Girija Prasad Koirala's official residence. But the actual date of the elections will be announced by an interim government participated by the Maoists.

Talking to the media after the press meet, Minister and member of the Government talks team Pradeep Gyawali said, "There will be an interim government in place by mid-November, which will announce the date of the Constituent Assembly elections."

Homework

Mr. Koirala, Maoist Chairman Prachanda and other alliance and Maoist leaders were present at the talks. The leaders have also asked the negotiating teams to expedite homework on all issues. The top leaders will again meet on Thursday to review the agreements presented by the negotiating teams and make a final announcement.

The negotiating teams will try to reach agreements on all key issues, including arms management, interim constitution, interim legislature and modality of the Constituent Assembly.

The talks progressed after Mr. Prachanda hinted that his party would relax its stand on arms management — the major sticking point in the peace process — provided there was a comprehensive agreement on all political issues.
