Shimla: Chief Justice of Himachal Pradesh High Court Vinod Kumar Gupta on Saturday expressed concern over increasing number of cases pending in courts and said adoption of amendments to the Constitutional provisions was needed for expeditious disposal of cases. Addressing a one-day workshop of judicial officers on `Plea Bargaining and Alternative Disputes Resolution Issues' (ADR) organised by the High Court and the State Judicial Academy, Justice Gupta said in spite of amendments, the number of pending cases was not coming down and attributed it to lack of enthusiasm to implement those. He said it was imperative that judicial amendments were implemented in letter and spirit for quick disposal of cases.
`Update knowledge'
The presiding judges were not only expected to dispose of the cases in a speedy manner but also ensure that justice was done. To achieve these ends, judicial officers must update their knowledge, adopt a right attitude and keep in mind the ultimate impact of their judgement on social values, he added.
Civil disputes
Justice Deepak Gupta of the Himachal High Court said civil disputes could be resolved through mediation and mutual consent and the initiatives taken in this direction had yielded desired results.
Cyber-crime
He also emphasised the need for acquiring latest technological knowledge in view of rise in cases of cyber-crime and crimes related to forensic science. Justice Surjeet Singh said the main objective of incorporating the provisions like plea- bargaining and ADR was to bring harmony and peace in the society. - PTI
