United Nations: After having elected four non-permanent Security Council members, the United Nations General Assembly is deadlocked over the single Latin American region seat between Guatemala, backed by Washington, and Venezeula, whose President Hugo Chavez has called his U.S. counterpart George Bush a ``devil''. The General Assembly on Monday elected South Africa, Indonesia, Italy and Belgium as non-permanent members of the Security Council for a two-year term beginning January 1 but failed to sort out differences over the seat which includes the Caribbean region even after 10 rounds of voting. In all the rounds, Guatemala, backed by the U.S., was ahead of Venezuela but could not muster requisite two-thirds majority.
