ELURU: The Eluru Municipal Corporation (EMC) is poised to ensure `cost recovery' on certain civic services like water supply and garbage removal in the city. The corporation set the stage for cost recovery measures on civic services as part of implementing urban reforms at its general body meeting slated for Thursday.
Agenda note
According to an agenda note circulated to the media, the EMC is of the view that there is a mismatch between the cost borne by the corporation on extending the civic services and the revenues accrueing out of them. "It will be a burden for the corporation to offer the essential services like water supply in the future if urgent steps are not initiated in the direction of cost recovery", the note added. Among the other reforms on the agenda of the EMC are private participation in administration, radical changes in accountancy and resource mobilisation. The EMC is supposed to enter a memorandum of understanding with the Commissioner and Director of Municipal Administration with an undertaking in favour of pushing through the urban reforms for claiming funds. Meanwhile, the Left parties have already trained guns on the Congress-ruled EMC by criticising that implementation of urban reforms, which were aimed at increasing property tax and water cess, amounted to violation of its election promise.
