dated October 20, 1956: Soviet-Japanese ties

Soviet and Japanese negotiators agreed on October 18 to restore diplomatic relations. The two sides have both given some ground on the territorial problem and decided to end the 11-year state of war between them. They will exchange Ambassadors and the Russians will free the Japanese prisoners still in Soviet hands. But mystery surrounds the clause of the declaration dealing with the territorial question and it is not known whether the Japanese have won their claim for the return of Habomai and Shikotan Islands captured by the Soviet army in 1945.
