PANAJI: The South Goa District Magistrate on Tuesday issued orders forbidding citizens from renting out houses or vehicles to strangers. The order had been issued in view of inputs regarding the operations of cross-border terrorist outfits, Government sources said. It "forbids landlords, owners or persons of any house or property, to let, sublet or rent out any accommodation to any person unless and until he or she furnishes the particulars of the tenants to the police station in charge of the areas concerned." The District Magistrate has further ordered that second-hand motor vehicle dealers and owners to get the antecedents of the prospective buyers verified with the help of the local police before completion of the transactions. "The order has been issued under Section 144 of the Criminal Procedure Code and any person contravening the order is liable for punishment under Section 188 of the Indian Penal Code. The order had come into force from October 19 and will remain in operation for 60 days," he said. Government sources said that the order had been issued particularly in view of the fact that outfits such as Lashkar-e-Taiba continued their tactic of attacking soft targets in places of national importance, worship centres and vital installations. The inputs suggested that terrorist elements had merged with the local people and provided help in carrying out nefarious activities, sources said.
