Panel to clear investment plans mooted

To attract and clear investment proposals above Rs.10 crore

THIRUVANANTHAPURAM: Formation of a high-level statutory single window clearance committee with the Chief Minister as chairman and the Industries Minister as vice-chairman to attract and clear investment proposals above Rs.10 crore and a small scale industries board have been mooted for industrial development of the State.

The proposals had been made by a four-member committee comprising K. Madanan, additional director of industries, joint director Dan Xavier, M. Abdul Majeed, general manager, District Industries Centre (DIC), Malappuram, and C. Rajan, general manager, DIC, Kannur formed by the Government to study steps taken for industrial promotion in Tamil Nadu and Karnataka.

A committee with the Industries Minister as chairman and Principal Secretary, Industries, as vice-chairman had been recommended to clear proposals above Rs.5 crore and district single window clearance boards to clear those up to Rs.5 crore.

These boards will function under the supervision of an industries facilitation wing, which should also function as the investment promotion bureau of the Directorate of Industries. The wing should have a panel of officers from the Pollution Control Board, KSEB and the Town and Country Planning Department to give guidance to investors.

The small-scale industries board, to be chaired by the Industries Minister, had been recommended to advise the Government on policy issues, investment attraction and for inter-institutional linkages. Prominent Keralite industrialists and Non-resident Keralites should be included in the board.

The committee report said that the Kerala State Industrial Development Corporation and the Kerala Bureau of Industrial Promotion were not functioning as the professional Guidance Bureau or Udyog Mitra in the neighbouring States.

The Kerala Single Window Clearance Board should be modified and the Kerala Single Window Clearance Act and the Industrial Township Areas Development Act should be amended.

Constitution of an industry facilitation wing at the industries directorate had been recommended to for attracting investors and enable smooth implementation of the investment proposals.

The office of the wing should have an attractive appearance conducive to modern deregulated business environment where investors and entrepreneurs can feel at ease. Formation of similar wings had been mooted at the DICs too.

A one-time upgradation of the infrastructure facilities industrial areas and estates under the Industries Department had been recommended by creating an upgradation fund.
