NEW DELHI: Demanding immediate relief for lakhs of traders whose premises face the prospect of sealing from November 1, Nationalist Congress Party Delhi unit president Ramvir Singh Bidhuri on Thursday said a Constitutional amendment should be brought for saving millions of people from displacement and loss of livelihood. Addressing a press conference, Mr. Bidhuri said he had already given notice under Rule 107 to the Delhi Assembly Secretariat seeking incorporation of the Delhi Laws (Special Provisions) Act, 2006, into Schedule IX of the Constitution to put the entire matter out of the purview of courts and put an end to sealing and demolitions in the Capital. Accusing the Bharatiya Janata Party and the Congress of indulging in dramatics and not dealing with the whole issue with seriousness, Mr. Bidhuri said he hoped that his resolution, expected to come up during the Assembly session beginning October 30, would find support from all sections of the House and help in giving relief to the harassed citizens. Mr. Bidhuri also demanded that a special session of Parliament be convened to introduce and pass the Constitutional amendment. Similarly, Mr. Bidhuri said, he had also given notice for a short duration discussion seeking division of the Municipal Corporation of Delhi into smaller bodies as the present set-up had become very inefficient, corrupt and out of tune with changing times. He said civic services in the Capital were on the verge of breakdown and the latest outbreak of deadly dengue was indicative of the rot prevailing in the Corporation. Stating that lack of powers to the elected Government in Delhi was one of the reasons for the present mess in the Capital, Mr. Bidhuri said he had also given notice for a short duration discussion for grant of full Statehood to Delhi so that important things like land and law and order are brought under the control of the Delhi Government. Stating that regularisation of the unauthorised colonies was hanging fire for a long time, Mr. Bidhuri said he had also given notice for a discussion for regularisation of nearly 1,500 unauthorised colonies in the Capital so that the 40 lakh-odd people living in them get access to better civic amenities. Referring to the poor hygienic conditions and chaos prevailing in the Capital's villages, the NCP leader said a notice for discussion on the pathetic state of affairs in rural Delhi had also been given to the Assembly Secretariat
