Allahabad: Refuting the Samajwadi Party's allegations of step-motherly treatment being meted out to Uttar Pradesh, Union Water Resources Minister Saifuddin Soz on Friday accused the State Government of indulging in rhetoric and never approaching the Centre with its genuine problems. ``The SP Government in U.P. has been rich in rhetoric but wanting in substance. To cover up its own shortcomings it has been trying to pass the buck by accusing the Congress-led UPA Government of step-motherly treatment towards the State,'' said Mr. Soz, here to campaign for the upcoming local body polls.
