GULBARGA: The Dalit Sangharsha Samiti (Sagar) on Friday welcomed the decision of the State Government to introduce English from the first standard in all schools and said it must be implemented from the next academic year. Addressing a press conference here, DSS State convener D.G. Sagar said that the opposition from a section of writers and Kannada organisations was unfortunate. He warned that if their opposition continued, the DSS would be forced to launch an agitation against them. Mr. Sagar said that at present children from poorer sections of society, particularly in rural areas entirely depended on government schools. Poor knowledge of English had a long-term impact on rural students. Their competence levels in higher classes were affected. The State committee of the DSS would meet in Bangalore on November 5 to discuss the decision of the Government to introduce English from the first standard and opposition to it by a section of society and take a decision on the further course of action.
Creamy layer
Mr. Sagar said the DSS agreed that the creamy layer among the Scheduled Castes and Tribes should not get reservation in job opportunities. But applying the same concept to promotions would deprive the staff of opportunities. There should not be any preconditions for extending reservation in promotions to staff belonging to Scheduled Castes and Tribes. The clause imposed by the Supreme Court that the reservation in promotions should be extended as per the administrative convenience of the Government and merit clause included in the judgment for claiming reservation in promotion, would seriously affect the chances of the SCs and STs in getting their due promotions. Mr. Sagar said the Union Government should file a review petition challenging the judgment of the Supreme Court.
