GULBARGA: The State Government has placed under suspension 10 headmasters and given orders to stop the pensions of three headmasters in the Yadgir Education District for unauthorisedly relieving high school teachers on transfers to other districts. Commissioner of the Public Instruction M. Madangopal told presspersons here on Saturday that based on the report of the Chief Executive Officer of the zilla panchayat about the unauthorised relieving of high school teachers in the middle of the academic year in Yadgir Education District, an inquiry was conducted. Prima facie it was proved that these headmasters had kept the Deputy Director of the Public Instruction (DDPI) and the zilla panchayat in the dark about the relieving of the 16 high school teachers, who had joined duties in other districts. He said during the inquiry it was found that three headmasters had relieved the transferred teachers on the last day of the former's service. The headmasters have no direct authority or power to relieve the transferred teachers without getting permission from the DDPI and the Chief Executive Officer. Mr. Madangopal said that the relieving orders issued by the headmasters had been cancelled immediately. Directions were issued to the high school teachers to report back to their original place of posting immediately. Already three teachers had reported back to their original place of posting in Yadgir Education District.
Fund misuse
He said that the Government had also decided to place the Block Education Officer (BEO) of Gulbarga North, Siddaramappa Bilwar, under suspension on charges of misappropriation of funds and illegal deputation of teachers without authority. An inquiry had proved all the charges levelled against him, he said.
More vacancies
He said primary school teachers who received transfer orders had not been relieved as per the directions of the Government after the zilla panchayats concerned protested against the large-scale transfer of such teachers without replacements. These teachers would not be relieved even after new primary school teachers were posted, since the vacancy position of such teachers was still high in Gulbarga district. In Gulbarga division, 2,198 posts of primary school teachers were vacant and the Government had issued notification for filling up 1,042 posts. In the division, 585 primary school teachers who had received transfer orders were awaiting relieving orders. If they were relieved, the vacancy position of the primary school teachers would continue to be more than 1,700.
Notification issued
Mr. Madangopal said similarly in high schools, 149 teachers who had been served transfer orders this year were waiting to be relieved. As on May last year, there were 529 vacancies of high school teachers in the division. The Government had issued notification for recruiting 6,026 high school teachers now. The last date for filing applications was November 4 and the recruitment process would be completed by December this year, he said.
