Justice should reach the poorest: Y.K. Sabharwal

Bangalore: The judiciary should strive to deliver justice to all, especially the 25 per cent population living below the poverty line, Chief Justice of India Y.K. Sabharwal said here on Saturday.

Delivering the inaugural address at the 13th State-level Conference of Judicial Officers, he said the vision of "Justice for all" should be understood as enshrined in the Constitution by Dr. B.R. Ambedkar, with a special focus on farmers, children, women and all downtrodden sections.

The lower-level judicial officers in the taluk and district centres play a crucial role in making this a reality since they are constantly in touch with these classes, he said. Though the conditions under which judicial officers work are often not the best, it should not reflect in the disbursal of justice since society gives them the "divine function of deciding right and wrong," he said.

Talking about the "disturbing trend" of the media creating public perceptions while a case was pending before the court, he said judges should not feel pressured by them. They should go strictly by law and evidence without fear of becoming unpopular. He urged judges to use judicial academies to improve their knowledge of not just law, but also other humanity disciplines. The judicial officers of Karnataka deserve to be congratulated for their good record on speeding up the judicial process, but it cannot be forgotten that judicial pendancy is high, he said.
