Thiruvananthapuram: Alphons Kannanthanam, MLA, has filed an appeal before the Chief Information Commissioner (CIC) seeking a direction to the Government to release a copy of the note file dealing with a case related to the payment of interest on delayed salary during his tenure as an Indian Administrative Service (IAS) official. In his appeal petition, filed under section 19 (3) of the Right to Information Act, Mr. Kannanthanam said that the Appellate Authority had rejected his request for the note file on the ground that the information sought for had no relation to any public activity or interest. The contentious note file relates to Mr. Kannanthanam's request for payment of interest on the delayed salary he received after six and half years for the period he was without a posting soon after returning from Central service. He said he had not been given a posting for more than a year after returning from Central service on February 25, 1997. The Government issued orders sanctioning his pay during the period only in 2003. Mr. Kannanthanam subsequently claimed interest on the amount at least at treasury rates. The Government had refused to pay the interest. He maintained that the document he had sought for related to his service in the IAS and was a public activity.
