MANGALORE: The administration, operational and maintenance departments of the Mangalore City Corporation (MCC) do not measure up to the required strength and size. There are no specialised health and commercial departments and the corporation is lagging behind the Mysore City Corporation, Hubli Dharward Municipal Corporation and Gulburga City Corporation. At a time when the silver jubilee celebrations of the corporation are around the corner it is unable to mobilise non-revenue sources of income and collect revenue. The absence of specialised commercial section has hampered the performance of the corporation in a big way. The commercial function is now limited to three account heads namely billing, field activities and coordination and three sub-heads namely water and underground drainage, revenue and health. These three heads have a number of functions . The Health and the Revenue departments share responsibilities, which was a drain on the staff and system, former chairman of the tax committee of the corporation Naveen D'Souza said. The summary on the "Preparation of Management Action Plan" prepared by CRISIL for the KUIDFC states that the lack of impetus for the financial management function does not allow for long-term financial plans.
