HYDERABAD: Over 290 members of the Andhra Pradesh Panchayati Raj Diploma Engineers' Association were arrested by the Punjagutta police here on Tuesday when they staged a dharna at the Chief Engineer's office in Erra Manzil. They were released later. The engineers' demands included implementation of 1:2 ratio between diploma and graduate engineers for promotion as DEEs, scrapping of G.O. 429 and strengthening the cadre of diploma and graduate engineers in DEE posts.

Blockade

The diploma engineers blocked the main entry to the CE's office forcing the staff, including several senior engineers, to remain outside the premises for over two hours. The police entered the scene when traffic was affected.

The association leaders alleged that G.O. 429 issued on October 16 had changed the ratio from 1:2, which was in vogue since 1963, to 1:3 after the department allegedly succumbed to the pressure exerted by assistant executive engineers.
