Breach of privilege notice against Sheila

On the Public Accounts Committee report

NEW DELHI: Former Delhi Minister and senior BJP legislator Harsh Vardhan on Thursday moved a breach of privilege notice against Chief Minister Sheila Dikshit for allegedly committing contempt of the House by not presenting the Action Taken Report (ATR) on the Public Accounts Committee (PAC) report on privatisation of power scam within the stipulated period of three months.

Delhi Assembly Speaker Chaudhary Prem Singh, who informed the House that he had sent the notice to the Chief Minister and sought her comments on the issue, admitted the notice. Giving his ruling on the notice given by Dr. Harsh Vardhan, the Speaker said he would inform the concerned member and the House about the status of the notice when a reply is received from the Chief Minister. The PAC headed by the senior Congress leader S. C. Vats had come out with a stinging report on the privatisation of power sector in the Capital four years ago and had clearly stated that money had changed hands in the run-up to privatisation and had sought a CBI inquiry into the conduct of the officials who negotiated the entire deal. It had also stated that big business houses were given undue benefits by going out of the way leading to suspicions that underhand deals had taken place. Dr. Harsh Vardhan said that despite the fact that the PAC had submitted its report on March 9 this year on bungling in privatisation of the power sector and also a report on the scam that took place in allotment of the tender for the issuance of smart cards for registration of vehicles, the ATR had not been filed. He said according to the rules of the House, an ATR had to be filed within three months. He alleged that since the Chief Minister and people close to her were involved in the alleged bungling, the Government was shying away from presenting the ATR, which amounted to contempt of the House.
