This Day That Age
The Hungarian Government on November 12 rejected the UN request that observers be allowed to enter the country to examine the situation there. A cable from the acting Hungarian Foreign Ministers, Mr. Istvan Sebes, to the UN Secretary-General also reiterated the claim that settlement of the situation was a purely Hungarian affair and should not be considered by the General Assembly. A special session of the Assembly had on November 10 decided to transfer the Hungarian item to the agenda of the regular Assembly which opened in New York on November 12. The cable declared that the Hungarian and Soviet Governments were "exclusively competent" to carry on negotiations for the withdrawal of Soviet troops. "These troops," it added, "are here only for the purpose of restoring law and order and do not take any measures against the population which are contrary to international law and the principles of humanity." The cable said the holding of elections in Hungary "is entirely within the competence of the Hungarian authorities."
