A Division Bench of the High Court comprising Chief Justice Cyriac Joseph, and Justice S. Abdul Nazir on Monday admitted a public interest litigation (PIL) petition by former Bangalore Mayor P.R. Ramesh seeking a direction to the State Government to announce elections to the Bangalore Mahanagara Palike Council. The Bench directed the Government advocate to take notice for the State, counsel for the State Election Commission and also the Bangalore Mahanagara Palike. The petitioner said that the authorities would have to conduct elections to the civic body within six months after its dissolution. Elections would, therefore, have to be held before the expiry of duration - November 23, 2006.The Bench adjourned further hearing on the petition.
Helmet rule
Kannada Chaluvali leader and Chamarajnagar MLA Vatal Nagaraj on Monday petitioned the High Court against the State Government rule making it mandatory wearing of helmet for two-wheeler riders. A Division Bench comprising Chief Justice Cyriac Joseph and Justice S. Abdul Nazir asked the Government advocate to file the stand of the State Government and adjourned further hearing.
Directive
A public interest litigation petition against the Bangalore Mahanagara Palike and other respondents for allowing a hoarding to be put up at Trinity Circle in Bangalore came up for hearing on Monday. A. Alam Pasha, petitioner, said that the hoarding near Trinity Circle on Mahatma Gandhi Road denigrated women and it also degraded their dignity. The authorities should not have permitted such a hoarding to be put up, the petitioner said.
`Violation'
The petitioner urged the court to direct the authorities to initiate criminal proceedings against those who had allegedly violated the advertising code. A Division Bench comprising Chief Justice Cyriac Joseph and Justice S. Abdul Nazir directed the Bangalore Mahanagara Palike to consider the representation of the petitioner and take a decision on the matter.
