A doctor after retirement

Secretary-III to the Chief Minister K. Rajamanickam was at the Madras University convocation here on Monday, wearing a white robe over his suit.

He was among the 207 scholars waiting to receive their Ph.D. certificates.

Mr. Rajamanickam, a civil servant who retired from service last year, said he found time to pursue research when he was posted as Commissioner of Disciplinary Proceedings (CDP) in Ramanathapuram in 2001, after the AIADMK government came to power.

The CDP is considered a punishment post by IAS officers, and most officers pursue their interests when given this post — some have turned writers and preachers while others picked up a game or a new language.

Mr. Rajamaickam said that as soon as he was posted in Ramanathapuram he decided to keep himself occupied.

He found a guide in Gowri Shankar, a professor in the History Department of Presidency College. `Development districting in Tamil Nadu - A Study' was the topic he zeroed in on.

The thesis looked at the genesis of the district administration in the State. He did some fine-tuning after his retirement in May 2005, but a large part of the work was completed during his time as CDP.
