Rajasthan Govt. decentralises planning process to district level

JAIPUR: The Rajasthan Government has decentralised the planning process to the district level and directed the administration in all districts to complete the exercise for preparation of the 2007-08 Annual Plan and the 11th Five Year Plan by November 30.

The Plans will be referred to the Government after approval by the District Planning Committees.

State Additional Chief Secretary (Development) A.K. Pandey, reviewing the progress of the planning exercise at a meeting here on Monday, said the Planning Commission's guidelines would be kept in view while formulating the vision documents for all departments.

Ceiling

Mr. Pandey said the Planning Department had laid down ceilings for each department for both the Annual Plan and the 11th Plan and their district-wise distribution would be announced shortly.

Principal Secretary (Rural Development and Panchayati Raj Department) Ram Lubhaya said decentralisation of planning process had been introduced for the first time in the State, as part of which the Gram Sabhas would review the progress of development programmes and sanction the proposals for implementation during the forthcoming Plans.

The village plans formulated in the Gram Sabhas will be approved after appraisal at the block level by the general body meetings of Panchayat Samitis. Mr. Lubhaya said the Plans would then be referred to the District Committees for final submission to the State Government.
