This refers to the editorial "Make the mechanism work" (Nov. 17). The India-Pakistan dialogue has been rendered ineffective by showboating by both sides. It is heartening that despite odds both sides are making a genuine effort to keep talking. However, to benefit from the joint counter-terrorism mechanism, India needs to present hard evidence of Pakistan's involvement in Kashmir. Pakistan needs to respond by assuming responsibility and making a genuine effort to rein in the unscrupulous elements that destabilise the region.

* * * It is difficult not to be pessimistic about the mechanism because Pakistan's offer of cooperation vis-à-vis terrorism is more audible than visible. Every time there are acts of terrorism that have links to Pakistan and India demands action, all we get to hear is Islamabad's condemnation of the acts. Surely President Pervez Musharraf cannot expect India to deal with his country on his terms, distorting the meaning of mutual cooperation.

* * * Our leaders say one thing at home but as soon as Gen. Musharraf whispers in their ear they begin to speak his language, just as Prime Minister Manmohan Singh did in Havana. After the Mumbai blasts of July 11, Dr. Singh said the blasts were instigated from across the border. But after meeting Gen. Musharraf in Havana, he claimed Pakistan is also a victim of terrorism. Unless India convinces the world that Pakistan is the real production house of global terrorists, we cannot fight terrorism.
