Curbing the unfair practices in the real estate business is a daunting task. The middlemen make a fortune in land deals leaving the real customer and the government high and dry. Fixing the prices of land at various localities is a practice that has been found successful in several States. Kerala too is moving in that direction. The State is in the process of drawing a realty price chart. A `fair value' chart has been prepared in Ernakulam, according to All Kerala Document Writers and Scribes' Association. But necessary discussions have not taken place prior to the fixation, says S.B.Satheesan, district secretary of the Association. Ward members should have been consulted in the process. This apart, the document writers who comply with the guidelines may lose their clientele as there may be others who can get the documentation done with lower land rates. This is because there is no enforcing authority for the `fair value', he points out.
