ICAR fined for non-compliance of Delhi High Court order

NEW DELHI: The Delhi High Court has imposed a cost of Rs.5,000 on the Indian Council of Agricultural Research (ICAR) for not filing an affidavit explaining why an ICAR scientist here was interviewed for two higher posts instead of three as directed by it. A Division Bench of the Court comprising Justices Mukul Mudgal and P.K. Bhasin directed the Council to pay the fine amount to the scientist, S.S. Tomar, within two weeks of the order and file an affidavit to this effect. However, it allowed a plea by the Council to grant more time to it to file the affidavit and posted the matter to December 12 for further hearing. Mr. Tomar had filed a petition saying the Council removed him from the post of Assistant Director-General without giving him an opportunity to counter the charges levelled against him.

In an interim order, the Court directed the Council to call Mr. Tomar for interview for three higher posts.

As per the direction, Mr. Tomar applied for the three posts but the Council interviewed him for two posts only.
