Cops directed to display exemplary conduct

  • `Consumption of alcohol while on duty would not be tolerated'
  • Directive to focus on community policing by reaching out to the people

    CHANDIGARH: The Inspector-General of Chandigarh Police, S.K.Jain, held a crime review meeting here and reviewed the law and order situation in the City Beautiful which is also the State Capital of Haryana and Punjab.

    He directed the police officers to display exemplary conduct while on duty so that the citizens look up to them. "Proper uniform should be worn while on duty and the tendency not to wear headgear should be discouraged firmly. Consumption of alcohol while on duty would not be tolerated, " he added. The supervisory officers were directed to take stringent action by getting such officials medically examined and placing them under suspension.

    Mr. Jain also clearly laid down the policy of non-interference in civil matters. The police role and jurisdiction were clearly delineated and as such any interference by police officers in civil disputes would not be tolerated. The cops should be courteous and friendly towards the citizens, especially senior citizens and women. Any police officer indulging in corruption would be dealt with in an exemplary way, he added.

    He instructed the police officers to use scientific methods of investigation for detection of crime and to rely on such tests as polygraphy, brain mapping tests for detecting truth or otherwise of statements from the accused. The importance of collecting forensic evidence from the scenes of crime was stressed and it was emphasised that senior police officers should spend sufficient time there to ensure proper collection of evidence which would be material in the solving of crimes.

    The officers were firmly directed not to indulge in third degree methods like torture and show respect to the human rights of the citizens. Action would be initiated against the erring police personnel indulging in third degree methods, he warned.

    Mr. Jain directed his men to focus on community policing by reaching out to the people. Community liaison groups already formed should be fully activated and regular meetings be held.

    He also directed them to gear up for the forthcoming Chandigarh Municipal Corporation elections by conducting special drives against proclaimed offenders, regular checking of hotels/guest houses, hideouts of terrorists and criminals and regular checking of history- sheeters and bad characters.

    Appropriate legal action should be taken in case of defacement of property and adequate steps should be taken to make arrangements for large gatherings so that no inconvenience was caused to the citizens, he added.

    The IG also issued instructions to the station house officers and the supervisory officers to take prompt, effective and immediate action in situations where public peace was disturbed.

    The cops should intensify patrolling in the markets particularly in the evening and conduct random vehicle checks in residential and commercial areas for keeping pressure on anti-social elements.

    He disclosed that a case of attempt to murder, rioting, hurt and criminal intimidation had been registered against the youth who reportedly attacked shopkeepers in the Sector 15 market here on Monday evening with swords. Three of them had been arrested to send out a clear message that hooliganism would not be tolerated.
