Tumultuous scenes in both the Houses

NEW DELHI: The Lok Sabha witnessed tumultuous scenes in the post-lunch session and Devendra Prasad Yadav, who was in the Chair, went ahead with tabling of reports and introduction of a Bill to amend the Jallianwala Bagh National Memorial Act before adjourning the House for the day.

The Chair also announced that the Speaker had accepted the resignation of K. Chandrasekhara Rao from his seat with effect from September 23.

Similar scenes were witnessed in the Rajya Sabha. The BJP and SP members were on their feet as soon as the House convened in the morning and began shouting slogans, forcing Chairman Bhairon Singh Shekhawat to announce adjournment till noon.

The scene was repeated when the House met again and Deputy Chairman K. Rehman Khan, who was in the Chair, assured that both sides would be heard. The SP had given a notice which was pending, while the BJP could raise the issue in due course, he said.

In the din, Mr. Khan asked Ministers and members to lay the papers on the table of the House. He also made an obituary reference to the former member Bhanu Pratap Singh.

Rajya Sabha Secretary General Yogendra Narain reported the receipt of a petition from Gurjit Singh, a resident of Patiala, on the alleged misuse of the right to freedom of speech and expression by the print and television media and the need to restrict them under Article 19(2) of the Constitution.

Mr. Khan said the Business Advisory Committee had decided to discuss the mid-term appraisal of Panchayati Raj and take up the Bill to amend the Constitution (Scheduled Tribes) Order, 1950, to modify the list of Scheduled tribes in Bihar for consideration and passing.
