Better deal likely for physically challenged

A new rule endeavours to bring in more uniformity in employment

Bangalore: Physically challenged persons may be getting a better deal from now onwards with regard to jobs in government departments and organisations.

Some government offices do employ physically challenged persons, but there has been no uniformity.

A new rule endeavours to rectify this defect.

Such persons will also be entitled to a specific portion of public spending on welfare schemes.

The State Government has notified a new chapter IV A under the Persons with Disabilities Act (Equal Opportunity, Protection of Rights and Full Participation) Rules of 2003.

It inserts Rule 28 (a) for persons with disabilities, providing for 3 per cent reservation in all group A and B posts and 5 per cent reservation in group C and D posts.

Further, physically challenged persons are to receive not less than 3 per cent of funds allocation in all State and district sector schemes.

These will cover poverty alleviation schemes, development programmes, welfare, education, health and research-oriented programmes, including Centrally-aided projects.

Three per cent of these funds have now to be spent on the eligible physically challenged persons.

The new rule ensures that when land is allotted for houses, setting up a business, special recreation centres, special schools, research centres or industrial units by entrepreneurs, not less than three per cent of the allottees should be physically challenged persons.

Regular reports to prove that this rule is implemented has to be submitted to the State Commissioner for Persons with Disabilities for review and any further necessary directions.

This rule applies to all State Government departments, boards, corporations, zilla, taluk, town and gram panchayats, municipal corporations, municipal councils, other local bodies, urban development authorities and other State Government establishments and institutions aided by it.

Any person who finds the rule is not being implemented by the authorities concerned can file a complaint for redressal with the office of the State Commissioner for Persons with Disabilities, No 40, Thambu Chetty Road, Cox Town, Bangalore 560005.
