Puducherry: Pattali Makkal Katchi Parliamentary party leader M. Ramadoss has stressed that the Union Territory Administration create an Electricity Board with total autonomy and accountability to effect purchase and sale of electricity here. In a document he submitted at the recent State Planning Board meeting here held under the chairmanship of the Lt. Governor to enlist views of participants for the draft XI five year plan document (to be finalised in mid-December), Mr. Ramadoss said the proposed Secondary Education Board should concentrate on strategies to prevent high dropout rates at the secondary level and to enhance quality of school education. He said higher educational institutions should provide relevant and qualitative education to ensure employability of graduates. Mr. Ramadoss said that the Administration should start one community college each in Karaikal and Puducherry regions in the XI Plan as such colleges had proved their relevance. He said the territorial government should adopt the same steps as Centre did to revamp public sector undertakings. Mr. Ramadoss also suggested setting up of a World Trade Organization cell to help both industries and agriculturists to find new markets.
