Till yesterday Shibu Soren was an honourable Minister, and today he is a man convicted of murder. Does not the nation need clear laws on who should or should not be Minister? The irony is that if such a law is enacted, those facing criminal charges will form part of its passage. India, it seems, will have to wait until their guilt is established and they step down.

Our politicians have found refuge in the dictum "innocent till proved guilty." What hurts the citizens is that while professing to run a clean government, Prime Minister Manmohan Singh accommodated Mr. Soren just for political gains. That chargesheeted politicians can continue to occupy powerful positions in governments with the blessings of the powers that be is unfortunate indeed.

Under our justice system, on the one hand, we are faced with the prospect of those guilty of murder being at large for years, potentially in a position to interfere with the legal process. On the other, there is the possibility of innocent persons suffering privation, humiliation and dishonour and, if they cannot secure bail, rotting in prison for prolonged periods. These are serious flaws to which civil society cannot afford to be indifferent. Ways must be found to dispose of at least the more serious criminal cases in a short time.
