CHENNAI: The State Government has increased the monthly compensatory and constituency allowances of Ministers and MLAs by Rs. 2,000 each, with retrospective effect from September 1, 2006. The Assembly passed the Bill on Tuesday. The revised compensatory allowance for the Speaker, Ministers, Deputy Speaker, Leader of the Opposition, and Chief Government Whip will be Rs 8,000 a month as against the present Rs. 6,000. Their constituency allowance will be raised from Rs. 2,000 to Rs. 4,000. In the case of MLAs, the revised monthly compensatory allowance will be Rs. 6,000 and constituency allowance, Rs. 4,000.
Bill passed
To ensure that stamp duty is paid on market value guideline at the time of registration and prevent undervaluation of properties, the Assembly passed a Bill amending the Indian Stamps Act. Statutory effect is sought to be given to the Valuation Committee, Valuation sub-committees and market value guidelines of properties published by the valuation committee. For entertaining an appeal against the Collector's order determining the market value of property, the aggrieved person has to remit 25 per cent of the difference in amount of the duty payable. Penal interest on belated payment of duty may be reduced from 2 per cent to 1 per cent a month. The Assembly passed another Bill that would enable the Government to appoint a Special officer for Koothappar town panchayat in Tiruchi district. It was to replace the Tamil Nadu District Municipalities (Amendment ) ordinance 2006 promulgated by the Governor on October 24 this year.
