Raichur: The promotions of teachers to the posts of headmasters in primary schools in the district has been revoked and the transfer process through counselling has been suspended following reports of irregularities in the process by the Department of Education here. Chief Executive Officer of the Raichur Zilla Panchayat N. Manjunath Prasad had issued an order on Wednesday cancelling the filling up of posts of headmasters in primary schools in the district after complaints of irregularities in the promotion of a group of teachers. He directed the Deputy Director of the Public Instruction (DDPI) to withdraw the orders issued to the teachers promoting them to head masters and asked that they continue in their previous posts. The Government had sanctioned 200 posts of headmasters to fill vacant seats in primary schools in the district and had directed the DDPI Amrut Bettad to go ahead with the process of filling up the posts by selecting eligible teachers. It had laid certain conditions while filling the posts. Last week, the DDPI had released orders promoting 23 primary school teachers in the district as headmasters and had posted six of them to the schools of their choice through counselling. But it has been alleged that there were lapses in the process and norms were flouted during counselling . Members of the district unit of the Karnataka Government Employees' Association had lodged a complaint with the Minister for Primary and Secondary Education Basawaraj Horatti alleging irregularities in the promotions of teachers and their transfers to the primary schools in the district. In their complaint, they alleged that the DDPI had favoured a group of primary school teachers, who were members of the Raichur District Primary School Teachers' Ookkuta while giving promotions and had transferred them by manipulating the counselling process. Following the complaint, the Minister had asked the Chief Executive Officer of the zilla panchayat to conduct an investigation into the allegations and submit a report to him. Speaking to The Hindu on Wednesday, Mr. Manjunath said he conducted an investigation into the complaints on Monday and submitted a report to the Minister the next day. On receipt of it, the Minister had ordered that the process be suspended.
