Congress accused of misleading people

NEW DELHI: Municipal Corporation of Delhi Standing Committee member Vijender Gupta on Wednesday accused the Congress of spreading false propaganda about the September 22 notification of the Central Government in which rules for additional construction in the Capital had been relaxed. He said the Congress was misleading people keeping an eye on the upcoming municipal elections in the Capital.

Addressing a press conference here, Mr. Gupta said the September 22 notification clearly stated that no additional dwelling should be added beyond the permissible limit in an area -- as defined by a notification of May 15, 1995 -- unless the infrastructure and services had been augmented by the local body and the layout and services plans of the area had been accordingly upgraded.

Further, the notification said that the applicant (plot owner/allottee) would therefore have to give an undertaking to the effect that no additional dwelling unit has been or is sought to be created beyond that permissible limit through the 1995 notification, said Mr. Gupta.

He argued that the September 22 notification was meant only for residential areas and properties on roads declared as mixed land use or commercial use have not been mentioned in this notification. Therefore, the benefits of regularisation will not be available to such properties and additional construction carried out on these properties will come under the unauthorised category. Also, Mr. Gupta pointed out that those constructing the fourth floor would automatically become violators of the building by-laws as the maximum permissible floor area ratio (FAR) of 200 to 225 on plots measuring 250 to 500 square metres would be completed at the third floor itself.
