NEW DELHI: A 50-year-old man has been arrested by the Economic Offences Wing of the Crime Branch on charges of cheating people by selling them flats built on a mortgaged plot. The EOW received a complaint from seven persons alleging that Satish Julka and his accomplices had cheated them of their hard-earned money by selling them flats built on a plot at Shankar Garden in West Delhi, that later turned out to be mortgaged to State Bank of Patiala. They said they had bought the flats through sale deeds duly registered at the office of the sub-registrar at Janakpuri. They had got the sale deeds executed in their favour from Raj Kumar and Ashok Kumar, who had bought the property from Satish Julka. After they took possession of the flats, the Municipal Corporation of Delhi carried out a survey of the property for the purpose of house tax. But this June, the recovery branch of the State Bank of Patiala pasted a notice at the entrance of the building stating that the property was being held as a security for the loan taken by a company named Durha Machines Private Limited. On enquiry, the victims learnt that the owner of that property, Reena Bhatia alias Reena Walia, had stood as a guarantor for the loan . When the complainants bought the flats, the property was under the charge of the bank.
