All powers for Prime Minister of Nepal

Transfers all authorities and prerogatives of King to Prime Minister

KATHMANDU : After days of intense negotiations, Nepal's Seven Party Alliance (SPA) and Maoist leaders on Saturday signed the interim Constitution's final draft.

Though it transfers all authorities and prerogatives of the King to the Prime Minister, the interim statute does not clearly say whether the Prime Minister will act as the head of the state, or the King has been stripped off the title.

This, however, means the monarchy will effectively remain a suspended institution, whose fate will be decided by the new Constituent Assembly in mid-June.

The Maoists wanted the interim Constitution to declare either the Prime Minister or the Speaker of the House head of the state but the SPA was against this.

Though top leaders, including Prime Minister Girija Prasad Koirala and Maoist Chairman Prachanda, have signed the final draft, it will be promulgated only after U.N. officials settle the issue of arms management.
