Sub-Registrars fail to decide on documents to be registered

  • Meeting held to discuss confusion arising from ordinance
  • Sub-Registrars refuse to register documents fearing action

BANGALORE: Following ambiguity over the registration of property after promulgation of the Karnataka Land Revenue (Amendment) Ordinance, the Sub-Registrars in Bangalore Urban on Tuesday decided to register only those documents issued by the Bangalore Development Authority (BDA), the Karnataka Industrial Area Development Board (KIADB) and the Karnataka Housing Board (KHB).

The decision follows an informal meeting convened by Bangalore Urban District Registrar Venkatgiri to discuss the confusion that had arisen after the promulgation of the Ordinance. The Sub-Registrars had refused to register documents after the ordinance was promulgated by the Governor on December 11, as they feared fine ranging between Rs. 5,000 and Rs. 25,000 as well as imprisonment up to three years, for registering bogus documents.

The meeting, which lasted for over six hours, was, however, unable to come to a conclusion on the documents that could be registered. Sources said that the opinion elicited from about 40 Sub-Registrars who took part in the meeting would be sent to the Government for clarification.

It is learnt that confusion persisted on registering documents issued by the Bangalore Mahanagara Palike (BMP), as several Sub-Registrar's pointed out that they would be forced to register the documents issued by CMCs and gram thanas as well if the BMP documents were registered. The office of Sub-Registrars at K.R. Puram, Kengeri, Bangalore South, Yelahanka and Bangalore North cover property that come under BMP, CMCs and gram thanas.

Sources said that only those documents, which they feel bogus, would be sent for verification to the authorities that have issued the documents.

Meanwhile, as the confusion that has arisen following the promulgation of the ordinance was yet to be clarified, many people have been put to inconvenience.

Several members have been seeking endorsement from the Sub-Registrars who have been refusing to register the documents leading to verbal altercation in some instances.
