Coimbatore: The Tamil Nadu Small Hotel, Eatery and Bakery Owners' Association has appealed to the Chief Minister, M. Karunanidhi, to abolish the system of police licence for such small establishments. The process for obtaining police licence is not only laborious but also causes mental agony to the applicants, pointed out the convenor of the association, C.K. Subramanian. In a memorandum to the Chief Minister, he stated that most of these units were being run with minimum manpower mostly by a couple or with the help of other family members. For obtaining police licence, the owner would have to first obtain a no-objection letter from the owner of the premises. Then, a no-objection certificate had to be obtained from the Fire and Rescue Services Department after a physical inspection besides preparing a drawing of the place of business. Then, the prescribed fee would have to be remitted at the treasury and then submit the form to the Police Department. The owners are made to approach brokers for "easy and quicker processing" of the application. In the event of failure or delay in obtaining the licence, the merchants are put to hardship and intimidation. The system was introduced by the State Government in 1991 and was withdrawn when the DMK came to power in 1996. The same was re-introduced in 2001 by the next Government. Hence, he appealed to the Chief Minister to withdraw it.
