Panel formed to inspect Judicial Layout

  • Residents say the layout lacks basic amenities
  • Formation of the layout and allotment of sites stayed

    BANGALORE: The Karnataka High Court on Friday accepted the suggestion of both the parties in a dispute over the Judicial Layout near Yelahanka to constitute a joint committee of senior counsel to inspect the layout and place the report before the court.

    The court was, during the last hearing, informed that the layout lacked several basic amenities and that it does not even have a sewage treatment plant.

    It was hearing a writ petition and also a contempt case against the society by some residents of the layout.

    A Division Bench comprising Justice Rammohan Reddy and Justice H. Billappa, which has been hearing the case, had framed charges against several office-bearers of the society, including Mr. Shivalingaiah, the association vice-president, Rudraiah, the treasurer Kemp Thimmaiah and one of the directors Basavaraiah. When the matter came up, the society filed an application and also a map to which the petitioners took objection. It said it would undertake to provide within a specified time frame amenities such as post office, police station and clinic.

    The petitioners said when the association could not provide basic amenities for close to 15 years, how could they do so now. Moreover, a single judge had stayed all further proceedings of the formation of the layout and allotment of sites.

    The petitioners suggested to the court that the Judges themselves could inspect the layout and ascertain for themselves the extent of irregularities committed by the society office-bearers.

    The Bench, however, said it would be better if both the parties came to an understanding on the issue and directed senior counsel of both the parties to jointly inspect the layout and file a report before the court.
