Jammu : The Jammu and Kashmir Government on Thursday made changes in its revenue policy by amending the Roshni scheme, formulating rules and regulations for regularising encroached State land. Talking to reporters here, Chief Minister Ghulam Nabi Azad said that the 10 kanals ceiling for ownership rights shall not be applicable in respect of agricultural land. Such land shall, however, be subject to the overall ceiling prescribed under Agrarian Reforms Act. The Chief Minister said that under the amendment, the upper limit for occupation of Government land by the farmers for agriculture purposes would be raised to 100 kanals, including their proprietary land. Similarly, for granting ownership rights for agricultural land, only 10 per cent of the cost of the land would be realised. The Chief Minister said that in the case of leased land up to two kanals, where the lease had not expired, only 25 per cent of cost of the land would be realised from the lessee in lieu of granting ownership rights. However, in the case of leased land measuring between three kanals and 10 kanals, 40 per cent of the cost would be charged. In the case of land beyond 10 kanals, it would be 100 per cent of the land cost. Leased land where the lease had expired would attract 35 per cent of the market cost up to two kanals, 50 per cent from three to 10 kanals and 100 per cent beyond 10 kanals. As for residential areas, where land had been occupied without lease or allotment, two kanals would be regularised in lieu of 40 per cent of the market cost and between three and 10 kanals for 50 per cent. Land measuring over 10 kanals would be retrieved. The Chief Minister said that for the land being utilised for commercial purposes and allotted on lease that still exists, 30 per cent of the cost would be charged and where lease had expired, 45 per cent of the market value would be realized for granting ownership rights.
