MANGALORE: The Police Department has initiated steps to recruit constables and sub-inspectors keeping in mind the projected vacancies as on December 31, 2007. The department has also taken steps to ensure that recruitments are carried out in a periodic manner to address the problem of shortage of personnel, Director General and Inspector-General of Police B.S. Sial has said. Mr. Sial told presspersons here on Thursday that the process of filling 4,300 vacancies was on and 4,000 more personnel would be recruited in 2007. The recruitment process would ensure promotions to all personnel. This would offset the annual estimated vacancies of 2,000 personnel owing to retirement and death. Stating that the recruitment process would cover shortage of police constables as on December 31, 2005 and police sub-inspectors as on June 30, 2006, Mr. Sial said that a committee headed by the Additional Director-General of Police (Recruitment and Training) was overseeing the process. Once the recruits joined duty after training, the workload on serving personnel would reduce. The department had submitted a proposal to the Government to amend the cadre and recruitment rules for its personnel for promotions. Police personnel of the rank of sub-inspector would have to serve a minimum of two years in non-executive post and at least six years in rural/urban executive posts before they were eligible for promotion. This would also hold good for promotion to subsequent higher ranks of police inspector and above, he said. Stating that there was lack of expertise in non-executive posts such as civil rights enforcement cell, Mr. Sial said the proposed amendment would address this problem. There was a proposal to give out of turn or fast track promotion to deserving personnel. A high-powered committee would review such cases and submit a proposal to the State Government, he added. He said the police were yet to nab the mastermind behind the terrorist attack on the Indian Institute of Science (IISc.) campus in Bangalore. "The main accused in the case is absconding and we are not sure about his whereabouts. Efforts are on to nab those involved in the attack and a nationwide alert has been issued in this regard," he said. Echoing views of Neelam Achuta Rao, Commissioner of Police, Bangalore, that the investigation into the case had reached the dead-end, he said the police had been able to gain insights into the terrorist modules in the State and had busted a number of modules. The police had arrested seven persons in connection with the attack on the IISc. campus. Asked about the possibility of infiltration of terrorists along the porous coastal routes, Mr. Sial said the Centre had approved a proposal to set up five police stations of Coastal Security Police in the three coastal districts of the State. On the recent success of the Anti-Naxal Force against "naxalites" in Chikmagalur, Mr. Sial said that he had spoken to the Chief Minister, Home Minister and the Principal Home Secretary to honour the police personnel involved. H.N. Sathyanarayana Rao, Inspector-General of Police (Western Range), said the names of seven personnel would be forwarded for gallantry awards.
Felicitated
Mr. Sial, who will superannuate from service on Sunday, was felicitated here. Replying to the felicitation, he urged policemen to do their duty with sincerity, dedication and honesty. Referring to his posting as Additional Director-General of Police (Prisons) prior to his elevation as the State police chief, Mr. Sial said he saw this posting as an opportunity to reach out to the people who had ended up in jails for various reasons.
