FRONT-RUNNER: K.R. Srinivasan
BANGALORE: K.R. Srinivasan is likely to take over as Director-General and Inspector-General of Police (DG and IGP) from B.S. Sial, who will retire on December 31. Official sources told The Hindu on Thursday that the Government was in favour of following the seniority criterion while making the appointment, and thus Mr. Srinivasan, the senior-most IPS officer in the State, would make it to the top post. The Government is likely to issue an order in this regard on Friday or Saturday, they said. Apart from Mr. Srinivasan, who is presently Director-General of Police (CoD), there are two other officers in the same rank, Director-General of Police and chairman of Karnataka State Police Housing Corporation R. Srikumar and Director-General of Police (Fire and Emergency Services) Ajai Kumar Singh. Mr. Srinivasan is likely to take over from Mr. Sial on December 30 itself, as December 31 happens to be a Sunday, a holiday. Mr. Sial told The Hindu that in accordance with the All-India Service Rules he had to hand over charge to his successor on the last day of his service. The rules also state that the last day of the month will be the last day of the service too. "However, if the Government passes an order that I should hand over the charge on December 30, I will oblige. It does not make any difference," he said. Police sources said that according to Section 95 of Karnataka Civil Service Rules (KCSR), an officer has to hand over charge on the previous day itself if his last day of the service happens to be a holiday. Though Mr. Sial is an IPS officer, he is bound by the KCSR as he is working under the Karnataka Government, they said. Mr. Sial denied reports in a section of the media that he had urged Government to extend his service till August 2007 and give him a full two-year term and said they were "false and baseless". Mr. Sial said that the Government should strictly go by the seniority criterion and appoint the senior-most officer to the post. Mr. Srinivasan is an IPS officer of the 1972 batch. He is a native of Salem in Tamil Nadu and he worked there as a lecturer before joining the Indian Police Service.
