HYDERABAD: In a significant decision, the Andhra Pradesh Government has decided to appoint a separate functionary to govern revenue-related matters at the village level for monitoring effective implementation of grassroot-level schemes. Operating under the exclusive administrative control of the respective Mandal Revenue Officers (MROs), the new functionary would look into maintenance of land records, resolve land disputes and provide relief and rehabilitation measures. The State Cabinet, which met here on Friday, mooted the proposal with a view to strengthening the revenue administration by creating a separate administrative machinery. Talking to reporters after the Cabinet meeting here, Revenue Minister Dharmana Prasada Rao said land and revenue functions were discharged by the Village Administrative Officers till 2001. But the VAO post was abolished and Panchayat Secretaries, who took over, were entrusted both revenue and panchayat functions. The Government felt effective revenue administrative set-up at the grassroot-level was vital for the implementation of the pro-poor policies of the Government. Therefore, it was resolved to appoint a separate functionary for discharging some of the key functions efficiently. Mr. Rao said that the Group of Ministers recommended that the erstwhile VAOs working as Panchayat Secretaries should be reverted to the control of the Revenue Department. Once the new set up was in place, the Revenue Department would prepare the job chart and service rules.
