NEW DELHI: The proposed new Master Plan for Delhi-2021 will spell "disaster" for the existing health services in the Capital as the new guidelines will result in closure of nearly 15,000 clinics across the city, a non-profit voluntary organisation claimed here on Tuesday. "The new Master Plan carries an enormous amount of hardships for the people as far as the provision of health services is concerned. On the one hand it proposes various ways to strengthen the health requirements in Delhi, while on the other it seeks to implement policies that have certain norms that can create enormous restrictions on the facilities," said National Medical Forum president Prem Aggarwal at a press conference. As per the new norms, he said, a doctor could practise only from his residence and would not be allowed to set up a clinic elsewhere. Dr. Aggarwal said the new Master Plan placed restrictions on clinics, pathological labs, nursing homes and family welfare centres in various zones of the Capital and only those adhering to specific road width and plot size would be permitted to operate. "The road width specified for clinics and other health services is 18 metres for A, B, C, D zones and 13.5 metres for E, F, G and H zones. The minimum plot size in plotted areas is 200 metres and 75 metres in rehabilitation colonies. All these restrictions are irrational and irrelevant," he claimed.
