KOLKATA: The Union Coal Ministry has decided to set up a committee under the chairmanship of the secretary for evolving a policy for distribution of coal in the wake of the apex court order. A Coal India Ltd. (CIL) release said that the joint secretary to the coal ministry would be the member-secretary of this committee which will also have as members, the CIL Chairman and the Chairman and Managing Director of CIL's consultancy arm, CMPDI (Central Mine Planning & Design Institute Ltd). It would have representation from senior officials of the Union Power, Steel, Commerce and Law ministries and the Department of Industrial Policy and Promotion, as well as the Department of Small Industries. Meanwhile, CIL has evolved an interim coal sale policy under which a dual pricing system has been worked out for non-linked and linked and non-core but linked customers. Under this new booking policy, the first category of customers would get coal at a price 20 per cent higher than the notified price but with restrictions on end-use. The other group would be non-linked consumers and linked consumers who want coal in excess of their linked quantity. This group would have to pay 30 per cent over the notified price (for excess coal alone, in the case of the latter).
