HYDERABAD: As the Government began the laborious exercise of implementing G.O. No. 610 in right earnest, indications are that a good many employees of Telangana and Rayalaseema too will be affected by repatriation, apart from those from coastal Andhra. The number of employees likely to be disturbed from their present postings may exceed 58,000, the figure suggested by the Girglani report. However, the repatriation of staff to the six different zones, as specified in the Presidential Order, is unlikely to affect the administration. Covering only the cadres from junior assistant to tahsildar/assistant executive engineer/ assistant agriculture officer/ inspector of police/ motor vehicle inspector, the repatriation, the largest such exercise taken up by any Government in a single go, is expected not to result in an even situation of excess or shortage in staff in an office.
Local status
If it leads to excess in any office, they will be retained but immediate recruitment will be undertaken if there is shortage, Vijay Kumar, secretary (services) told The Hindu here on Friday. Whoever has completed four years of study at a place out of the seven years preceding the appointment, would be treated as the local of the zone in which that place was located. "Heads of departments have been asked to go into the service registers and fill the forms, indicating the local status. Nothing is done at discretion." The rules framed by the Government exempted all employees in the Secretariat, Assembly, High Court, all corporations (like AP Genco and AP Transco), public sector undertakings, societies and bodies from repatriation, in line with the Presidential Order. Circulars have been issued to the Collectors and heads of departments to prepare the lists of locals by January 31 and compete the repatriation by June 30. "With the Government being `very serious' about the issue, HoDs are working overtime to prepare the lists," a senior official said.
Officials warned
Meanwhile, Chief Secretary J. Harinarayan held a meeting with senior officials reminding them of the January 31 deadline. He warned that those HoDs not cooperating would be punished under penal provisions of the Order.
