PIL petition wants helmets made mandatory

CHENNAI:
A public interest litigation petition seeking to make wearing of helmets mandatory for two-wheeler riders in the State has been filed in the Madras High Court.
Filed by K.R. Ramaswamy, it sought a direction to the vehicle manufacturers to paint black a portion of the vehicle's headlights.
"Minimised risk"
According to the petitioner, the Director-General of Police, under Section 129 of the Motor Vehicles Act, could issue an order making wearing of helmet compulsory for two-wheeler riders.
The statistics revealed that helmets minimised the risk of fatal accidents.
Mr. Ramaswamy said that besides Delhi and Bangalore, Andhra Pradesh had made helmets mandatory.
The petitioner said the police were wasting time by sticking a bull's eye on vehicle headlights. Instead, vehicle manufacturers could be directed to paint the specific portion black.
